The Kyofu float striker unit developed by Yamanishi Aircraft performed better than expected. However, by the end of its development, the main tactic was to add an aircraft carrier to the fleet's escort, and the demand for float units was almost gone. Therefore, Yamanishi remodeled the Kyofu for land-based operations, and it became the Shiden Model 11.
